we have a chart of India VIX index charts,
can any one explain how to use it and where it applies?

india vix is the volatility index of indian market. it measures the volatility i.e the "fear factor" involved with the market,

when the market falls the vix goes up reflecting fearful sentiment and when market rises, indiavix goes down showing the optimistic sentiment in the market

its generally referred to predict the general sentiment of market
