It's a positional sell only below 10619 but if I understood it correctly, you can take long or short position with next lower or upper levels as SLs. e.g. if you take a short now, SL is 11097 and if you take a long position then SL is 11012.

Your reading of the levels is not correct.
The new contract started with NF being ina BUY and will come to a SELL only below 10619. Now below 11097 it will retrace back and will trade lower. This does not mean it is ina Sell. It will go down and take support at any of the targets. The first support is at 10975 and last is 10717.
Above 11173 it will move upwards. Hope it clarifies.

Last Support at 10718
