Dear Nirmal Ji:
There are many ways you can use them.
1. Simple and foremost is to use them as support and resistance levels with your trading system
2. Low risk Long - Short entry based on Bull - Bear Levels as entry and SL
3. Entering a trade based on rejection of the Reversal Level in the direction of rejection
Be cautious when the price is around the Reversal Levels.
I am sure many more are using it in many more ways.

LOC is like Pivot Point, where price is crossing from a bearish zone to bullish zone or vice versa.
